it's because there's a lot of competition for cargo vans out there and some people may be looking to buy one second hand to use for hauling their equipment around.

the other thing to look at is how cheap you can get a savana/express, econoline, etc. and your obligation to pay it off can be far less than owning a new City Express.

combine that with the mass amount of OEM parts and OEM-spec aftermarket parts and it's a much cheaper way for a small business owner to get a van for cheap.

not everyone can stomach the cost of a new vehicle for business
